• Articles of Incorporation (1987)
  The Articles of Incorporation establish the Highland Heights First Association as a not for profit corporation.
• Bylaws (2009)
  The bylaws are the rules by which the Highland Village
  Homeowners  Association operates. They establish meeting criteria, and define the  Board of Directors, their selection, duties, and term of office. They  define committees, books and records access, assessments, and amendments  also.
• Declaration of Covenants, Easements, & Restrictions (CCERs) (1987)
  This  document defines the easements, restrictions, covenants, and  conditions, which have been established for the purpose of protecting  the value and desirability of properties in Highland Village. This  document is binding on all parties having  any right, title, or interest  in the properties within the Highland Village development.
  NOTE: There were three amendments to this document (Last amended 1990).
• Architectural Guidelines (March 2025)
  All  Highland Village Lot (property) owners are bound by the decisions of  the Architectural Control Committee. The duty of this committee is to  set forth guidelines that will promote neighborhood harmony and prevent a  decline in property values. 
• Collections Policy (2025)
  This  document states the Association's procedures to collect assessments.  All Lots are bound to the Association and owe an annual assessment. Lot  owners are invoiced for their annual assessment and payment is due July  1.

• Electronic Notification Authorization
  Use this form to receive email notification of Association business,  policy changes, etc. Having this form on file lets us email you with  policy changes or certain legal notices regarding the Association.  
• Architectural Approval Form
  Some changes to your house/property require pre-approval from the  Association. Most restrictions are listed in the Architectural  Guidelines but additional restrictions are contained in the CCERs. When  an  Architectural Approval Form is required, it must be approved before  changes can begin. The City of Woodbury has ordinances regarding  exterior structures and landscaping that may need to be addressed prior  to beginning the application process. 
      The Association has 30 days from the date of confirmed receipt of your Architectural Approval Form to reply to a proposed architectural change EXCEPT for solar installations, which by Minnesota statute allows HOAs 60-days to review the application.
• HVHA Maintenance Agreement
  Some land uses defined within the Architectural Guidelines for Highland Village require a signed Maintenance Agreement to be submitted with the  Architectural Approval Form. This document must be notarized before it is submitted to the Association.
