About Us

Our History

  

Highland Village was incorporated in 1987 under the name Highland Heights First Association. The subdivision includes 192 single-family homes built between 1987 and 1995. The association was controlled and administered by U.S. Homes Corporation, under the assumed name of Orrin Thompson Homes, until 1995. Orrin Thompson paid a majority of the dues in Highland Village and oversaw maintenance of the neighborhood's common properties until the summer of 1994. With the imminent completion of the Highland Village subdivision in 1995, Orrin Thompson transferred control of the Board and Architectural Control Committee to the homeowners of Highland Village.


This transfer made the homeowners of Highland Village responsible for all aspects of our subdivision as set forth in the Articles of Incorporation, Bylaws, and Highland Heights Declaration of Covenants: Conditions, Easements, and Restrictions.


The corporation known as Highland Heights First Association operates under the assumed name of Highland Village Homeowners Association (HVHA). Lot deeds are recorded with the county as members of the Highland Heights First Association. The City of Woodbury and Washington County records refer to this subdivision as Highland Heights, and designate it as such on city maps.

Our Board of Directors

Highland Village Homeowners Association business is handled by a five member Board of Directors that meets quarterly. The Association holds an Annual Meeting in July where board members are elected & Association business is discussed.

Outlot A landscaping

Common Areas

The Association maintains the medians on Interlachen Pkwy. and Highland Blvd., the common area monuments, and the Outlot at Valley Creek & Colby Lake Drive. HVHA mows the west Colby Lake Drive easement from May-October.
