Mailbox Project finished 10/28

All 192 Highland Village mailboxes & posts have been replaced, post toppers installed, weed guard post wraps applied, and cut ends stained. THANK YOU to to our Highland Village neighbors for your patience as we've worked through this massive project!


If you have issues with your mailbox or post CONTACT THE ASSOCIATION. Homeowner changes to mailboxes or posts will invalidate the contractor's material and workmanship warranty.


Final Costs

The final invoice has been paid but homeowners will be billed for the metal toppers ($11 per Lot), with the 2026 assessment. This cost was unknown when Special Assessment invoices were mailed.

Woodbury water treatment project leaves Unresolved issued

Interlachen Pkwy. opened Saturday, August 30 after completion of work affecting Interlachen. The water project caused HVHA's irrigation system to be turned off and the small monuments and Highland Blvd. median were not be planted for the 2025 season because of the lack of water & access.


Our irrigation system was destroyed during the project dig. Projections on the cost to replace the system are TBD and won't happen until spring 2026. And, Xcel subcontractors cut our power line while digging near the small monuments so the we are without power, for now. We are investigating the repair work needs to be done.

The lines that provide electricity to our monuments were cut during the City's Water Treatment Project. We've received several bids for repairs but the work will be expensive. The board is delaying work until Spring 2026, which allows time to determine how best to cover the cost for this and the irrigation replacement work we need.


Expect to see solar lights installed as a temporary measure to light up the signs. They will run for a few hours only from dusk to approximately 1:00 a.m. Additional information will be posted as it becomes available.


HOLIDAY DECORATIONS

Warm weather on Sat., Nov. 15 prompted the last minute decision to hang wreathes at the monuments for a touch of holiday cheer. But, without working outlets we couldn't add the Christmas lights that are normally on the wreathes.

Our 2025 annual assessment was due  July 15, 2025. Past due notices & invoices are mailed monthly.

Annual Assessment Stats

  • 2025 = 92% as of 9/15/2025
  • 2024 = 93% as of4/8/2025
  • 2023 = 93% as of 5/31/2024
  • 2022 = 94% as of 5/1/2023
  • 2021 = 96% as of 8/28/2022


Special  Assessment  Notice

THANK  YOU to everyone who paid their special assessment giving  our HOA the  down payment  needed to start this project! PAST DUE notices &  invoices for Lots that have not paid the special assessment have been  sent. 

Exterior changes to your house or lot require approval

Changes to your house or Lot may require PRE-APPROVAL, as required in our covenants & architectural guidelines. BEFORE you sign contracts for exterior changes to your property, contact the 

Association. The HOA has 30 days from receipt of your properly executed Architectural Approval Application to approve or deny your application. These forms in the Downloads section of the HVHA Docs & Forms page.


SOLAR PROJECTS require an Architectural Approval Application BEFORE homeowners begin a solar project. The Association has up to 60-days to approve solar installations once a properly execute application is received, per Minnesota statute. Your solar installer may contact our HOA for information but the owner must sign and submit the application. BEFORE proceeding with a solar project, contact the Association. 

cOLLECTIONS pOLICY uPDATE

The board approved an updated Highland Village Homeowners Association Collections Policy--the policy was last updated in 2010. 


Notices will be mailed shortly to Lot owners with information about obtaining a copy of the new policy.


The updated policy takes effect August 15.
